Today tennis shoes, tomorrow the very high tech fibers of our prosperity. After World War II there was an invasion of cheaply made Japanese goods. They were a byword for cheap, breakable, shoddy merchandise. By the 1970's, using the statistical, quality control, and management techniques of an American, Edward Deming, Japanese goods had so far surpassed American goods in quality and reliability that American car companies had to scramble and seek government assistance to catch up. American electronics appliance manufacturers were driven out of business.

Only in computers and communications and all the new devices spawned by the personal revolution did we surge ahead of the Japanese. But the agency that coordinates banking, finance and Japanese industry, MITI, the Ministry of International Trade and Industry, has a plan it is executing it to end that. Enabled by the corruption of Bill Clinton and the Lippo Group, MITI now has Japanese industry poised to wipe out that lead.

The plan requires the dilution of our patent protection for inventors and small and mid-size (known as "small cap") U.S. firms, and the theft and control of our technology. It requires the monopolistic base of the new Greater [South] East Asia Co-Prosperity Sphere, the Lipposphere. It requires that we stay asleep, that this time there be no Pearl Harbor. Most of all it requires the continuation of the corruption of the Clinton Administration. At this time there are only two things that have stalled the execution of the plan.

[JDT note: I agree that this legislation will greatly damage U.S. small and mid-size firms. The "gazelles" which provide most of the job growth in the United States are the first targets. Still, all U.S. knowledge-based firms are at risk, as is the Venture Capital industry. Though that end of the food chain dies first, even the largest U.S. firms will suffer as targets for government supported Asian cartels. Bruce Lehman's publicly stated purpose was to "regulate technology."]

The first was the ... crash of the plane in Bosnia carrying Commerce Secretary Ron Brown and a number of American business people, target political donors, who were being hosted into an extension of the scheme being devised for that unfortunate land. [text deleted] The second factor holding up the finalization of the plan is a single bill in Congress and the presence of a few members of Congress who spotted that something dangerous was afoot. One is Rep. Dana Rohrbacher (R. Cal.). [JDT note: Dana changed sides in 1999.] Another was Sen. Dole when he was still majority leader. There are a handful of others.

In his bachelor days in Little Rock, Bill Clinton had a roommate named Paul Berry. Paul Berry, in 1978, was a top executive of Little Rock bank and pressured loan officers there to violate guidelines and make the unsecured loan to Bill Clinton and James McDougal that was improperly used, again over the objection of the bank's loan officers, to secure the Whitewater purchase loan. At about that same time Paul Berry met the son of Mochtar Riady, head of Lippo, James Riady. James Riady was at the time president of Worthen Bank in Little Rock. Paul Berry was also a lobbyist in Arkansas at the state level. After Bill Clinton was elected president, Paul Berry came to Washington and joined the lobbying firm Global U.S.A., where he worked closely with another man who also joined that formerly Republican firm, Ron Brown, Jr.

He became a national and international lobbyist. The firm's client base is 75% foreign entities, including many large Japanese combines such as Hitachi and Komatsu, Ltd. It also includes All Nippon Airways, which links with Vietnam Airlines to cover the Lipposphere. Paul Berry has not been truthful about it in recent interviews, but within 3 weeks of Clinton's inauguration he was in Japan meeting with Noboru Hatakeyama, the number two official of MITI. Other meetings with Japanese government officials, about which he has not been forthcoming, were scheduled for him by the Japanese embassy in Washington. (J of C Nov. 1, 1996.)

We have already mentioned, in the first part of this article, how he then participated in the Entergy power plant deals in Red China. He also participated in a deal with Lippo to open the first Wal-Mart store in Indonesia. Mr. Berry claims that he never worked for Global's foreign clients and he has never registered as a foreign agent. His stories about how he represented himself as a member of Global do not square with the reports from those to whom he has made the representations. Mr. Berry insists that he has not discussed his lobbying with the president, and has not lobbied the administration on any mailer. He takes offense, he says, when anyone suggests that he would do anything "so obviously improper". That does not square with the image he projected to Global potential clients. Publicly, Global did not stress the personal link between Paul Berry and Bill Clinton. The press release announcing his appointment mentioned his extensive fund-raising for the president but then qualified that by stating that he had been hired for "knowledge of banking regulations, federal legislation, state and local government issues and educational issues." When he began with Global his salary was $80,000 per year plus commissions. Now he describes it as "five figures". In addition to his part-time work at Global, Mr. Berry has, since July 1995 worked for Arkansas International Development Corp., a private firm whose principal client is the Lippo Group. He says his responsibilities have been to scout out business opportunities for AIDC's clients. He refuses to be more specific than to say that his job for Lippo through AIDC was "facilitation, bringing people together." J of C, Nov. 1, 1996.

In 1994, after John Huang had left Lippo and went to work for Commerce under Ron Brown with his security background check waived, Berry and Huang and Brown started making their deals, setting them up for Brown to go along with and take credit. Between the time that John Huang left Lippo and his going to work at Commerce, while Berry was working at Global, about a year after Berry began to meet with MITI officials, Clinton's appointed Commissioner of Patents, Bruce Lehman, made a "mutual understanding" to make a number of changes in our patent system. Some of those changes were buried in the fine print of GATT. Lehman is a former copyright attorney who had no experience with patents prior to his appointment. He is brittle tempered and has upset and even angered the patent examiners. His chief qualification for the post is that he met the White House diversity criteria because of his sexual practices.

His basic "deal" with the Japanese was that the Japanese offered to Americans the right to file for Japanese patents in English and a limited right to correct translation errors. In exchange the Americans gave up the 200-year-old system under which a patent runs for 17 years from date of grant in exchange for a 20-year patent running from date of filing. This is an invitation to favoritism and corruption. It invites bribery and favoritism to delay the issuance of a patent until little is left of the 20 years. It is an ideal setup for the Lipposphere.

To give an example: The American inventor Jack Kilby of Texas Instruments invented the monolithic integrated circuit, an invention which virtually created modern electronics. The Japanese patent office held up his application in that country for 29 years and then Japanese courts ruled that the patent does not apply to current chip design. Consider how the Clinton's obtained a favorable opinion from a captive judge in the District court in the Paula Jones case and combine that with the Lippo corruption and you can see where we are headed under Lipposuction.

It gets worse. In August of 1994, Commerce Secretary Brown made a deal with Japan to publish American patent applications, before issuance, what patent attorneys call "the wrapper" where all the detail is, 18 months after filing and to allow third parties (read Japanese) to participate in what are called "reexamination proceedings", that is get all of the know how claimed by the inventor before he can get a patent and before he can hope to exploit its potential to him as the U.S. inventor. Simultaneously the Clinton-Gore people, as part of their "re-invention" of government, have been seeking to put in place a privatization of the patent office into an equivalent of the Postal Service, so that patent examiners could be freed of their independence, their liability under Title 18 of the United States code for long jail terms for participating in corruption and the entire operation could be brought within the MITI-orchestrated Lipposphere.

Only the unexpected Republican takeover of Congress in 1994 stopped this scheme. Legislators such as Rep. Rohrbacher and then-Senator Dole began to inquire into the matter and slow down the Lippo oriental co-prosperity sphere express. But MITI and Lippo are persisting. They have assisted by putting millions into the effort to reverse that unexpected setback and help their friend, the big easy, Bill Clinton. It has been frighteningly clearly put in a recent edition of Japan Times Weekly entitled "Intellectual Property Rights Accord With U.S. Said Necessary" -- These changes to the U.S. patent system are necessary to "facilitate transfers of technology and related investments from advanced economies to the Asian nations, [read Lipposphere] which would help their economic development."

What is clearly aimed for here is a system under which the technology developed by American inventors could be taken and used while the inventor is tied up in the patent office before the inventor himself or an American company can make use of the technology. It could be produced in the Lipposphere by $30 a month labor and American high-tech entrepreneurs will be frozen out unless they go along and subordinate themselves to this new version of the old, pre-World War II Japanese dominated Greater East Asia Co-Prosperity Sphere. Only the Republican takeover of Congress and leaders such as Congressman Rohrbacher and Senator Dole stopped it.

Other parts of the plan buried in GATT or introduced through friendly members of Congress lobbied by Global and Clinton-donor companies include a change that went into effect in June under which foreign concerns may now, for the first time, come forward and claim that they invented it first even if there was no published patent in a foreign land. Previously this claim could only be made if there was a published patent abroad. Imagine what it will be like for an American inventor to have the financial burden of disproving the claim of some huge Japanese combine that his invention had previously been invented, though not patented, by some individual in a remote part of the Lipposphere.

When this change is considered in conjunction with the opening up of the patent "wrapper" to outsiders for the first time, the opportunity for the defrauding of American inventors and the theft of our essential technology is as clear as it can be. In addition, about a year ago, unnoticed by the lay public, Patent Commissioner Lehman made a quiet procedural change to assist the Lipposuction of our technology.

For over 200 years foreign patents from other industrialized nations, such as England, France and Germany, had been available for the patent examiner so that he could check, when processing the claims of an inventor, to see if there were conflicting foreign claims. If there were, he could immediately point out the conflict and it had to be resolved and the patent either cleared of the conflict or denied with minimum expense.

Now, however, patent examiners no longer have the capability to check against foreign patents. Now, if a Japanese company were to deliberately copy, let us say, an English patent not yet filed here by the English holder and file it here, the Japanese company would get the patent and the English holder would have to spend hundreds of thousands challenging it in court.

There are other disturbing signs. By incorporating U.S. subsidiaries, Japanese companies have been able to join the American National Association of Manufacturers (NAM) and by skillful lobbying and various forms of persuasion have turned it from a group opposed to such modifications into one lobbying for them with no thought for actual impact on the U.S. U.S. businessmen seeking to participate in hearings on bills introducing or supporting some of these detrimental changes have arrived only to find committee rooms packed to capacity with those advocating the changes so that, literally, they could not physically enter the rooms to make their concerns known or observe and report what went on inside.

From the veterans' value perspective the most ominous indicator of the treacherous impact of these developments is contained in the news stories of last week about an Indonesian general's partnership with the Lippo Group in a company that has made a sale of French-licensed Puma helicopters, made in Indonesia, to Iran. The copters are to be armed with Red-Chinese made air to ship and air to ground missiles.

If the great technology theft goes forward to completion, and is not stopped by people like Rep. Rohrbacher and Sen. Dole, then we will see high tech military equipment being made in Indonesia by $2.20 an hour labor to advanced European designs, with armament made by communist slave labor and incorporating our own most advanced electronic technology and advanced weaponry modifications claimed as having been invented in the Lipposphere. It will sold both to terrorist nations and nations who are our worst potential conventional enemies. Americans will die from the use of weapons invented and developed here, all because of the corruption of Bill Clinton and his friends.

The second Greater [South] East Asia Co-Prosperity Sphere will fulfill a mission similar to the first. Tom Clancy almost had it right in Debt of Honor. He didn't see the subtlety of it. Let us hear no more that character does not matter. Honor is where character matters the most. It is what is most lacking in the Clinton White House and when members of our armed forces are sent into harm's way, the lack of honor and the lack of character in the White House can be deadly.
