RESOLUTIONS
106th Continental Congress
April 14-18, 1997
UNITED STATES PATENT RIGHTS
WHEREAS, Our Constitution states in Article 1, Section 8, that Congress has the power, "To promote the Progress of Science and useful Arts, by securing for limited times to Authors and inventors the exclusive Right to their respective Writings and Discoveries,"
WHEREAS New world trade agreements have challenged American patent laws and rights to intellectual property as foreign competitors take over products with an ensuing loss of American jobs, and a lack of current law enforcement removes the incentive for individuals and industry to spend time an research and development; and
WHEREAS, Pending legislation would abolish current patent secrecy by ordering publication of inventors patent application 18 months after filing and would make me U. S. Patent and Trademark Office a private corporation governed by an appointed board of corporate financiers who "may accept monetary gifts or donations" "in order to carry out the functions of me office"; therefore be it
RESOLVED, That me National Society Daughters of the American Revolution stands opposed to the restructuring of the United States Patent and Trademark Office and to laws and international agreements Per encroach on United States patent and trademark laws and Constitutional rights to "writings and discoveries" which will rob inventors/writers/designers of their creative endeavors and allow worldwide use of their efforts.
